Too big a question to answer, but in looking at all this Outcasts stuff I found some comparative data on Wikipedia and thought I’d chart it. I, for one, generally think the license fee is well worth the money we pay (and then some), but interesting to note that some countries you don’t really think of for their television output have significantly higher license fees than the Beeb!
